The Rule of Law and Media Freedom in the Republic of Moldova (Shadow Report 2026)

This shadow report assesses the relationship between rule-of-law guarantees and media freedom in the Republic of Moldova. It is intended as a civil-society contribution to the European Commission’s Rule of Law and enlargement processes, and as an advocacy instrument for Moldovan authorities, international partners, media regulators and civil society. The report combines analysis of legislation and policy with documented incidents, institutional practice and expert assessment. Its principal reference period is 2025, while significant reforms and incidents occurring through the first half of 2026 are included where they clarify continuing trends or materially alter the assessment.
The report applies the standards of Article 10 of the European Convention on Human Rights, the EU audiovisual and digital acquis, the European Media Freedom Act, the EU Anti-SLAPP Directive and relevant Council of Europe recommendations.
