Lo scandalo legato al software di spionaggio Pegasus ha mostrato che anche in Europa le tecnologie della sorveglianza possono essere usate in modo pervasivo e improprio, tanto da colpire i diritti delle persone o la stessa democrazia. Cosa sta facendo l'Unione europea per coniugare la tutela della sicurezza collettiva con la protezione della privacy individuale, e cos'altro dovrebbe fare?
